DAILY OAXACA NEWS THREAD Sunday Nov 5 06 Issue #2

Friends,
I have decided that the best way to facilitate my volunteered position as a "funnel" to try
to smuggle news around the corporate media blackout of the heroic struggle of the oppressed people of Oaxaca
is to produce a daily news thread similar to the one produced in the ER&D forum.

All are invited to post new information into this thread as it becomes available and I will continue to do the same.

I would request that those here who do not support this struggle to not kick this thread, but, instead,
start your own thread.

I realize that our First Priority here at DU is to win what I hope this time is a fair and honest election on Tuesday and take
a majority in at least one house of congress, thereby, being able to bind at least one hand of the corrupt and fascist Bush Administration and begin the investigations to expose and remove them peacefully. I, in no way, wish to distract anyone from this urgent endeavor.
However, although the polls and negative GOP news look very promising, the past electronic corruption and nasty suppression
that have occured in the last three elections, seems sure to be repeated this time, despite our best efforts and the almost miraculous reporting (finally) of the Infernal machines (in spanish: Machinas Infernale) in the mass media. ( These animals are cornered, desperate and they were vicious all along)

Therefore, should we awake Wednesday morning with the GOP still in full control of both houses and reports of
wide-spread election fraud and other corruption, WE ARE GOING TO HAVE TO DECIDE HOW WE ARE GOING TO ADDRESS THE SITUATION> I, FOR ONE, DO NOT INTEND TO SIT ON MY HANDS THIS TIME! AND I HOPE I HAVE MANY COMPADRES!

Here we have the HEROIC EXAMPLE OF THE PEOPLE OF OAXACA MEXICO WHO, IMHO, OBVIOUSLY ARE DOING IT RIGHT!

I just found this video of the entry into Oaxaca last Sunday
of the Federal Preventive Police (PFP) kinda like our national guard
The video runs 9:40 and has aerial shots from choppers as well as street level action
I've never seen so many guys dressed like Darth Vader in all my life
I just found it but, I think it's appropriate to start today's thread with

I just want to thank you for your courage and strength, the solidarity of your resolve is an inspiration to us all, I have not had time to follow all of this, but DAMN I am so glad that SOMEONE is on this, the media of course have better things to do, like show up shark attacks or little missing blonde girls.

These Poor BRAVE people. It is a SIN what is happening, but at least THEY get UP off their damn couches and HIT THE STREETS while many americans can't be bothered to FIGHT for THIS country.

The stuff you do is so much more than I could ever have the talent for.

It's like this. I'm disabled, my car is broke, and at the moment all I have to offer is my time and my wireless data card.

Rigt now its quiet on the official LOG FILE, with what is going on and activists taking rest sometimes too. (Europe start awakening in a few hours).

TOMORROW MIGHT BE THE DAY...
So hope this preliminary organisational work of many people, is ready for it in time and can proof its practical use.
There are many thousands of PFP and some 'military' checkpoint to check all manifestants first. It could become a much heavier battle than last one, also because some APO people want to retake the lost barricades and PRD supports this MegaMarcha.

For the ones that dislike AMLO doesn't fully support all he protest and barricades: This is strategy. He will be 'shot' politically in the manipulated press, that he is supporting vandals, terrorists, communists, destroying Mexico and so on.
So that will do this movement not any good either right now.
But he steps in; step by step. The more violence police and militaries use and the more demonstrators NOT starting fighting back with firearms a.s.o. at this point...
-> Then he wil step in and then the movement has sufficient support from a broader public.

And this is going to coïncede with the elections in the USA on Nov. 7th. Many think the elections will also in the USA be falsified again. That because of voting computers, installed by Republican companies. And some expect a false flag 911 alike terror act, at the last moment to change the vote.
(possble hint: Dec 7th 1941 sunk the USS Arizona, almost 65 years ago, minus one month & secretly appr. 5 powerfull fleets have been build up in front of Iran and Meditarian).

National Guard ... Fences and more fences … A 13-year-old boy carries his dead mom's body through the desert … More National Guard … Workers stand impotent as their co-workers are led away … A knock on the door … Hurried steps in the middle of the night … Some head to the woods, others to cars that burn tires leaving places that don't want them … Children wait for their parents to no avail … Spouses in search of spouses … No clues, except that ICE agents were there … Or was it the police … Or was it "citizens" arresting them who tied them to trees.

These are the images of the terror unleashed against those branded "illegal" in the "land of the free and home of the brave." But beware, history has proven that terror stains everyone, victim, witness, and tyrant alike. And like the blood on Macbeth's hands, we will not be able to wash it off if we stand silent.

In September, communities and workplaces in Tacoma, Wash.; Forsyth County, Ga.; Santa Cruz County, Calif.; Denver, Colo.; Nashville, Tenn.; Charlotte, N.C.; Dade County, Fla.; and others were raided by agents of the Department of Homeland Security's Bureau of Immigration and Customs Enforcement (ICE). The raids resulted in hundreds, if not thousands, of people detained and deported. So far this year there have been 23,000 such arrests nationwide.

In effect, the administration is implementing HR 4437, whether or not Congress has passed it.

The administration's raids were mounted at the end of a politically much heated spring and summer, when the immigrant-rights movement had surged forward, with millions taking to the streets of this country. At present, the movement for immigrant-rights seems to have suffered a setback, with the Labor Day demonstrations drawing very low numbers. Meanwhile, many self-appointed leaders have been posturing loudly and wrangling with each other over who will lead the movement, while those who swelled its ranks have been largely left out of the discussion.

But the movement is not dead. The real leadership of this movement will not be derailed from their real agenda -- the basic necessities of life such as food, housing, education, etc. for their families -- in spite of the different agendas others have.

One of the most prominent agendas that some of these self-appointed leaders have been imposing on the movement is "get out and vote" (well, at least those who can vote). Yet despite these voters' honest interest in making a difference, they are being offered to the Democratic Party like roast pigs with apples in their mouths.

But what has the Democratic Party done for the immigrant worker (or any other worker for that matter)? The last time we checked, it was the Democratic administration of Bill Clinton who first attacked undocumented workers, with the 1996 "Responsibility Act" -- its most onerous aspect being the denial of public benefits such as health care and public education to the undocumented.

And it is not simply the Democrats complicity in scapegoating immigrants that needs to be challenged. The immigration debate needs to fundamentally challenge the idea of "legality/illegality," which is being imposed by the self-described Minutemen and people like them in Congress and on the airwaves -- "They broke the law, so they are criminals." We must fight the false division that makes one person legal and others not.

But to fight against this false idea, we must face those who actually impose it. Who are behind these people who declare whether someone is legal or illegal, if it is not the arrogant billionaire owners of corporations and banks, who pull the strings of governments such as the United States and Mexico to get them to seal their borders, hunt down the "illegal," and stomp on them when they are cornered and defenseless?

And why? Because they need to divide and conquer -- to pull the wool over people's eyes so they won't see their real enemy -- and act.

We need new laws, yes! -- laws that decree that, "If you are a human being, you are my brother or my sister." "If you are hungry, here's a piece of bread we can share." "If you are a child, you have a good school to go to." "If you are sick, you will be provided with health care." Let no flags, borders, languages, or religions divide us. Let's all come together under one flag, the flag of the human race.

It's time to look beyond present institutions and their laws and declare them illegal, not the people they are directed against. A practical step toward this is by standing with those who are forced to break the law to feed and house their families, by standing with those who are being forced to break the law by renting to the undocumented; by standing with those who are being forced to break the law by providing health care and education to whose who need both.

During World War Two, the German Nazi's ordered every Jew in Denmark to wear arm bands with six-pointed Jewish stars on them. But the King of Denmark put on one of those armbands, and all of Denmark followed suit. The Germans couldn't see who was a Jew and who was not. What they could see was a people united.

Let's stand so close together that those in search of the so-called criminals won't be able to detect the difference between citizen, legal resident, or undocumented. Then standing before those who rule and legislate unjust and immoral laws, will be a massive sea of brothers and sisters in close rank with each other.

23. Next week, we may be in the situation of the Oaxacans, inflicted with
election fraud in 2004, and suffering brutal oppression as a consequence--the core reason for the magnificent peoples' rebellion that has occurred over the last five months, sparked by Gov. Ruiz's assault on the teachers' union strikers in June. Or, in the same position as Lopez Obrador's supporters a few months ago--again, due to election fraud. There is simply no way that the vast population of poor people in Mexico did not win that election, no matter what the authorities or our war profiteering corporate news monopolies say. Lopez Obrador's supporters know that, obviously. But what to do about it? How to deal with it? How to express democracy, when fascists have all the money, state power and vast propaganda power?

We are not Mexico, with its indigenous community networks and cohesion. We are a much more fractured and lonely people, with some of us--the rebellious--wandering around wondering where the Bastille is.

Why have Americans put up with this Bush Junta for so long, without massive protest? Part of the reason is the above. We are a different and much less well organized people. I do NOT think that the American people have been asleep. The incredible grass roots movement to oust Bush in 2004 proved that to me. And before that, polls in early 2003, before the invasion of Iraq, showing 56% opposition to the war, and in May '04, showing 63% opposed to torture "under any circumstances," among other indications (--items like the grass roots blowout success in new Democratic voter registration, nearly 60/40, in 2004; people were engaged and were flocking to the Democratic Party for change). I think the American people have NOT been asleep, but have been very bewildered by what has taken place. Why hasn't our election system worked right, to effect a change of course? People had faith in it. So the wolves knew. They enticed us into the wood, where all is confusion and fuzzy math.

But that has changed dramatically. I may be the only one at DU to have noticed, but there is a huge voters' rebellion going on, in this election, in the form of Absentee Ballot voting. People don't trust these electronic voting machines--as well they shouldn't. They have gotten the word. They KNOW. And they are trying to get around the rigged electronics, by voting with a real paper ballot, the Absentee Ballot (permitted in 30 states), and mailing it in, or hand-delivering it. Absentee Ballot voting has quintupled in some places; it is up to 50% and 60% of the vote in others; half of the vote in the entire state of California is by Absentee Ballot this time. The Wall Street Journal has descried this phenomenon as disruptive and time consuming for election officials, and the New York Times, Associated Press and a California corporate rag, the Sacramento Bee, all came out with the corporate "spin" on this big increase in Absentee Ballot voting, all worded similarly, at about the same time (a week or so ago), that Absentee Ballot voters were "choosing convenience." This is how we know what's important to the Corporate Rulers, when they spin like this--and leave big black holes in their stories. They don't mention voter distrust of the corporate-controlled electronic voting machines, not even as a possibility.

This huge voter rebellion--which has paralleled the cancerous spread of e-voting machines all over the country--may be the means of restoring transparent, verifiable vote counts in the U.S. It needs some leadership and focus, to demand of local election officials that they, a) HAND COUNT Absentee Ballots, and b) POST the results BEFORE any electronics are involved. A doable campaign. And a reason for hope.

Notice the nature of this rebellion: individual action, ordinary voters taking their own measure of the situation, and trying to get around the rigged system, and/or PROTESTING it. (Some are aware that the AB votes are generally scanned right into the rigged electronics--they are BOYCOTTING the machines; others are not aware of this, and are trying to GET a hand-counted paper ballot, by AB voting.). No crowds in the streets. No signs. No big marches. Just being quietly pissed off and determined.

The Absentee Ballot voting rebellion parallels and reflects more extensive political rebellion and change--plainly exhibited in all of the pre-election polls for these Congressional midterms. People are utterly fed up with Bush, Bushite "pod people," the Iraq war, the torture, the lawlessness, the greed, and the immorality in our government and our corporate culture. And they have not come to these conclusions as the result of a free and vigilant press corps, providing them with reliable information and a wide range of political perspectives. They have come to these conclusions DESPITE relentless 24/7 rightwing propaganda from corporate news monopolies. They sought out their own information and shared it with others--greatly helped by the internet (the new free press!). In this respect, we resemble Mexicans and Venezuelans and other peoples who are inflicted with corporate news monopolies. We have tuned out the propaganda; we have learned to read between the lines; we have created our own news networks.

We'll see what happens with the Congressional elections. The best strategy for the fascists would be to try to put people in the U.S. to sleep, by a carefully crafted Democratic majority in the House, designed to be largely ineffective at serious reform, and unable to impeach Bush and Cheney, no matter what House investigations may turn up. They have the capability to steal these elections outright--virtually every seat (via the "trade secret" code in the corporate-controlled electronic voting machines, and other means). But I don't think they will. I think we will get the sleeping pill of a modest Dem victory in the House. But I tend to think that the revolution in the U.S. cannot be anesthetized. The Bushites have exposed all the ugly and horrible seams in Corporate Rule. They have done enormous damage to the Corporate Rulers--one factor in the situation that COULD mean a Democratic sweep (a large, strong Dem majority in the House, and even a slim majority in the Senate). The Democratic Party leadership, currently, is by no means reformist. Even with a big majority, they won't do much to curtail Corporate power--and, considering the piggish advances the Corporate Rulers have made, under the Bush Junta--they can easily afford some curtailment, for appearances' sake. But critically needed fundamental reform? No way. Given the threat of impeachment--which could expose not just politicians like Bush and Cheney, but ALSO many corporations who have colluded with them--I don't think they'll risk a strong Dem majority. I think they'll tailor the election theft with precision--and already have done so, to some degree in the primaries, by who got chosen as our candidates--to produce "Bushite Democrats" as the swing votes in the House (--like the Dems who voted for torture and suspension of habeas corpus the other week). They will block impeachment and serious reform that cuts too deeply into war and other corporate profits.

But, say the Bush Junta does steal it again, massively--as Bush, Cheney and Rove have been predicting? Would there be mass street protests here, as there were in Mexico City? There most certainly would be a rebellion, at this point, but I'm not sure what form it would take--and what form I would want it to take. A lot would depend on what happened next. Would the Democratic Party fight back? That might focus everyone's attention--whatever form it took. Say the Democrats walked out of Congress, and asked the public to join them in a big march in DC. Or say, Dennis Hastert started swearing in Bushites--pre-empting vote counts, challenges and recounts. (He did just that re CA-50 a few months ago.) Would the Dems take it to the Supreme Court? Would big public protests help that effort? I don't think the Dem Party will sit still for a major election theft this time. If they do, what next? I'm not terribly hopeful about unfocused street protests, even very big ones. You get a million people to go to DC for a one-day march, and.....? How does that change Congress? They just elevate the barricades and hunker down behind them, and pass more tax cuts for the rich, or raid Social Security to pay for invading Iran. Say we could get a million people to do a massive sit-in in DC. Out come the Darth Vader cops and the microwave weapon. It might be quite something to see a million people tear gassed, microwaved and hauled off in military transport planes to detention camps in the Nevada desert. (Will they hood us and shackle us, as they did their torture victims?) It might well have an impact, but would it change anything? Would it restore our right to vote?

I'm tending to the typical North American solution, rather than the Mexican one. It would better to spend our considerable revolutionary energy (I think it's there), on the Absentee Ballot strategy--a well-organized but dispersed effort in every election jurisdiction in the country, to get the AB votes hand-counted, and to extend AB voting rights to other states (beyond the 30 that already have them), by focused efforts--and build ourselves a paper ballot voting system by default.

The vote counting system IS the main problem--or rather the first priority problem. This problem MUST be solved, to have the power to do anything else. It's so basic, but it's true. The fascists can do anything they want with their secret vote counting code. And that power became quickly and thoroughly entrenched by means of billions of dollars in e-voting contracts, through the fingers of local election officials and legislators (thence into the pockets of Bushite corporations). It's been very difficult to penetrate this corruption. The AB strategy circumvents the corruption by the simple demand to properly count AB votes, backed by the masses of new AB voters pressuring LOCAL officials.

I read about the Mexico presidential election that many precincts went unmonitored by Lopez Obrador supporters--and there is evidence that masses of ballots were thrown out or changed because no one was watching. I can imagine why this happened. Poor people have a much harder time with transportation and other organizational resources. But perhaps more attention ought to be paid to this mechanism of power--the vote--in the Mexican revolution as well. We can learn from each other. I read also, of recent events, that bus-loads of people were arriving in Oaxaca, from Mexico City, for a big demonstration of popular support for the Oaxacans. We North Americans need to learn to support each other, and to reject divisiveness. When people rebel, we need to BE THERE in support--whether it's our chosen strategy or not. I feel this way about the massive Absentee Ballot voting protest, as a matter of fact. Ordinary Americans ARE rebelling against the machines--whether we election reformers would choose that mode, or not. It IS happening. And we must understand what it is, and support it. It is, in effect, the Montgomery Bus Boycott of our era. Individual people saying "No!" to the rigged system. In huge numbers.

2:00 a.m. of the 5 of November. In hours it will be the sixth mega marches in the city of Oaxaca demanding the resignation of Ulises Ruiz. Radio University is been summoning the Oaxaqueño town to meet in the monument to Benito Juárez of the cruise of Viguera.

1400 khz of Modulated Amplitude. Radio University. If we tuned it first that receives to us is a sintetizador simulating a frenetic violin in going and coming on the same ones tonadas. This hard about 30 second, later, in an arrhythmic cut, your rrún your rrún your rrún of a drum, an acute estridente shout and again the violin in its frenzy. This is the intervention of the signal of Radio University.

In hardly seconds of silence they can be listened to, distant, the voices of the speakers who keep awake to continue informing the town oaxaqueño the situation that at the moment is lived in this state of the hurt Mexican Republic.

9:00 p.m.. "the doctor" summons to the march that will be celebrated the 5 of November. He is peculiar but as soon as it begins to speak, and little by little the volume of the estridencia increases until covering the voice of that during long time has been one of the speakers whom the citizen movement has accompanied by Oaxaca, like worthy companion, in the good ones and in the bad ones. , when "the doctor" commands to music, we can at least listen without interference.

11:00 a.m.. Radio University. During the night helicopters brought military troops into the city. According to La Doctora, impeccably calm and intelligent as ever on Radio Universidad, the people must remain non-violent - she mentioned Mahatma Ghandi - to avoid the provocations the military and PRI will attempt. The people must remain organized and dignified, she said.

This morning a student from the Technologcal Institute in front of Radio Universidad was shot in the chest. His name is Marcos Manuel Sanchez Martinez. He is still alive and receiving medical care. La Doctora says that the shooters are establishing an early morning pattern of attacks.

Meanw3hile, supporters are on the road toward Oaxaca for the march which is scheduled to convene at 10:00 AM in front of the monument in Colonia Viguera. According to La Jornada about 700 people left Mexico DF to come here. They were stopped by the military roadblock (reten), made to get off the bus, searched, the bus was searched, but then permitted to continue. Last night other busloads were sited also, coming from Nochitzlan and other main roads.

Fox doesn't completely impede free transit in the nation or the state of Oaxaca, and that's a small victory similar to not invading the autonomous university. Symbolic rules still hold.

ACTION NEEDED: WE NEED PEOPLE TO CALL THE MEXICAN GOVERNMENT AND LET THEM KNOW WE'RE WATCHING
THE WORLD WILL NOT SIT STILL FOR MILITARY VIOLENCE AGAINST THE OAXACAN POOR!



If you can alert people to monitor, and tell the Mexican gov that they are monitoring, that might help. The more calls, faxes, email, etcetera you send the better. The march will not begng until after 10:00 AM.

My guess is that the provocations will be small ones and contained - unless the Oaqueños lose their cool. But they usually don't. Dignified and non-violent! But if it goes pacifically it won't be for lack of trying on the part of URO's friends.

28. The Other Campaign Takes Over Juárez-El Paso International Bridge in Solidarity with Oaxaca
US Police Attempt to Intimidate Protesters

To the cry of “Oaxaca is not a military barracks, get the army out,” hundreds of people, led by Subcomandante Marcos, took over the Lerdo de Tejada international bridge, which connects Ciudad Juárez to El Paso, Texas.

Around 10 o’clock in the morning, members of the Other Campaign, surrounded by a large police contingent, arrived at the site to speak out against the government of Ulises Ruiz and the repression being carried out against the people of Oaxaca.

They advanced to the highest part of the bridge while members of “the Other Campaign on the Other Side” did the same on the other side, chanting in chorus, “we are a people without borders.”

Today we have come here to unite the struggles of the south with the struggles of the north,” said a representative from the Union of People on the Border, “here on the border, there are people resisting the exploitation, and the wall of death, because we are not criminals or terrorists, we are working people. We want them to leave the border knowing that we will not give up, that we will continue fighting for land, liberty and justice.”

Together, members of organizations such as the Association of Migrant Workers, the Mexico Solidarity Network, the Chicano/Chicana Student Movement of Aztlán and the Neighborhood Justice Movement announced that they would a construct barricade on the bridge, just like the hundreds of barricades with which the people of Oaxaca are continuing to give the world a lesson in dignity. A barricade like those that have now come to symbolize the struggle that “created an echo that whipped the winds up into a hurricane.”

María Eugenia López, a student from El Paso, then spoke: “I am originally from Oaxaca, my family is one of the many that has been exiled by the government. But we are in the struggle because my people have taught me that the struggle exists everywhere.”

Also present were members of Indymedia New York, “where there have been many tears shed by the friends of Brad Will.” They came to say, “we have lost our brother. In his last moments he was on the ground with the people of Oaxaca. Brad risked his life so that the injustices and repression would be known. Brad lost his life helping to build a dream. While we are mourning his death, we also celebrate his life and the decision he made.”

The day was also dedicated to demanding the return of political prisoners who have “disappeared.” Mr. Ernesto Ontiveros, father of Víctor Hugo Ontiveros Gómez, spoke on behalf of the families of the disappeared, saying his son was “one of the 196 who have disappeared since 1993 for knowing about government collusion with drug traffickers. There are 196 known to have disappeared, and more whose names have not been registered out of fear. We spoke with Zedillo, and got nothing, then with Fox and again got nothing, no one has surfaced, either dead or alive.”

Delegate Zero was next to speak, and he said, “We have come here to symbolically close this international bridge in solidarity with the people of Oaxaca and also to protest a series of injustices that we have seen here in Ciudad Juárez, throughout the state of Chihuahua, and along the entire northern border, which we have traversed from Tijuana to arrive here.”

While the Zapatista spokesperson was speaking, a contingent from Homeland Security joined armed police and police in riot gear on the Texas side of the bridge and a Customs & Border Patrol helicopter hovered low above the bridge in a clear act of intimidation. The helicopter would hover above the group of Homeland Security officials and police and then circle around them as protesters directed their words of opposition upwards and Subcomandante Insurgente Marcos continued:

“We have seen that the wall the Bush Administration is building with the cooperation of the Fox Administration is only a wall to kill our people; as the wall of the river and the wall of the desert are joining together, now there is this wall. Our compatriots who are crossing over to work, not to do anything bad, are being treated as if they were terrorists. We have also seen, here, in Ciudad Juárez that there is no justice, as young women are killed and nobody is found guilty and it is beginning to seem more and more that the governments of Juárez and Chihuahua are complicit in this.

“We have come here to tell Oaxaca that its people are not alone,” he reiterated, “we have come here to tell them that Chihuahua, Juárez, El Paso, the entire country and even Texas stand with them in their struggle.

“As the Other Campaign we do not recognize this border; we consider our compañeros on the other side of the border to be part of Mexico, part of us, our own blood. And our struggle does not even recognize that helicopter or this line or that flag up above. We recognize that Mexico does not start here on this line but rather much deeper, where each one of our compatriots is struggling and working.

“Compañeros and compañeras from the other side, there is no other side, it is one and the same. Those who are on the other side are those who are in that helicopter and in the White House and together, from below, we are going to make them all fall. This is what we are proposing, that in our country, which does not recognize this border, things are run from below.”

He also informed the crowd of the actions of the EZLN in Chiapas and the Other Campaign in other states: “Our Zapatista compañeros are now confirming that the highways are closed in San Cristóbal de las Casas, in Comitán, in Altamirano and in Palenque; transport in Chiapas is currently impossible because the Zapatistas are blocking the highways in support of Oaxaca. We also know that highways and major streets are being blocked in the state of Morelos and in the Federal District (Mexico City) and this is our way of telling Fox to stop his lies, to stop playing tricks on the people.”

“We came to say this and I hope that it is heard as far away as Oaxaca,” Delegate Zero concluded, as participants began using sacks to set up a barricade right along “the line” of the border.

The Special Rapporteur on the situation of human rights and fundamental freedoms of indigenous people, Dr. Rodolfo Stavenhagen, today expressed his concern about the serious human rights violations reported to have taken place on 27 October 2006 in the city of Oaxaca and neighbouring towns. According to information received, the acts were perpetrated by a paramilitary group, with violent clashes leaving at least 4 people dead and several others wounded.

The events of 27 October occurred within the framework of a protracted social and political conflict pitting various sectors of Oaxaca society with the authorities of the state. The Special Rapporteur continues to receive information concerning violations of human rights in the course of the conflict, including the killing and wounding by gunfire of innocent victims, arbitrary detention, enforced disappearances, illegal searches and breaches of due process.

In the report on his mission to Mexico in 2003, the Special Rapporteur recommended:
"The federal and State judiciary and the national system of ombudsmen should ensure that legislation and justice are not used in the interests of caciques and local authorities to treat legitimate protest or social dissent as a crime or penalize it." And also that, "The Government should take urgent steps to disband, disarm and punish armed paramilitary or civilian groups that are operating in indigenous regions."

The Special Rapporteur is extremely concerned with the use of force to counter protests arising from deeply entrenched social issues and recommends the Federal and State authorities to fully comply, at all times, with Mexico's international human rights commitments.

The Special Rapporteur calls on the Mexican authorities to investigate the reported acts of violence, and to prosecute those responsible of these acts according to international standards. He also calls on both the Federal and state Governments to continue to seek a negotiated solution to the conflict, and to refrain from any further action that could block negotiations. He appeals to the Popular Assembly of Peoples of Oaxaca (APPO) and other social organizations to continue promoting dialogue between all the parties involved, in the search for a peaceful and negotiated solution to their various demands, and to avoid violent confrontations

A virtual state of siege prevails in Oaxaca City where thousands of military police have occupied the central square and surrounding streets, clearing barricades and detaining dozens of opposition activists. The city's emergency services are idle while banks and schools remain closed and the city center, usually bustling with tourists, has the air of a ghost town. The hub of activity has shifted to the Santo Domingo church where thousands of activists gather daily to swap news, make plans and denounce police brutality.

The federal police occupation began on October 28 with an aggressive push toward the Zocalo (town square) which was occupied in June by teachers, students and workers demanding the removal of discredited state governor Ulises Ruiz. The roots of the conflict go back a month earlier when teachers occupied the city square in demand of better pay. This annual protest dates back twenty-six years and the ritual typically ends with a small wage increase being approved. This time, however, Governor Ruiz violently evicted the teachers from the square, provoking a popular uprising.

Workers and students united to shut down government offices and seized local radio and television stations. The state government ground to a halt and Ruiz has gone into hiding, communicating through paid announcements in the press.

and spanish being my first language... and I know this will not be pupular... but... the police did show incredible restrraint... and it was a good thign they were not armed... or they would surely have opened fire.

That said, this crisis is just deepening.

On edit, no wonder the Feds got involved... the local Police would have had a far less profesional taken on it... and yes they can have a different level of training and response...

But this is a continuation of the revolution that started and has been simering since '95 and it is a response to globalization

You mean they didnt open up with gunfire. No, they usually leave this to the paramilitary forces which is a common MO. But restraint? Im not sure which youtube stuff you saw, but I can guaranttee you that both the PFP and PRistas have been waging a violent war against APPO, Zapatistas and other indigenous peoples fighting for what little they have for so long that any restraint shown in a video clip is not the order of the day in Oaxaca.

URO is the Governor of Oaxaca.

He sent his Paramilitaries to break up the teacher's strike back in June.
That's how this all got started.

All of the killings since then were done by these Paramilitaries

It helps to understand the whole situation.

APPO is a NONVIOLENT MOVEMENT

I know that wasn't what happend last Thursday at the University
I've seen the video.

But, These people were defending the University Radio station.
It is their only means of communicating with each other.
Also, The paramilitaries had been shooting people all week and that very morning.
They shot people that morning and were shooting at the radio station trying
to knock it off of the air. Several people had been killed. Also, the Feds
were attacking them with lots of teargas grenades, from choppers and the ground.
One of these grenades killed someone and they injured several.
Yes, in this situation, the people got pissed off

Per the Mexican Constitution, the University is AUTONOMOUS
and police ,Local or Federal, are forbidden to enter
unless requested by the Rector. The Rector told them NOT to enter the university.

The APPO, as a RULE, DO NOT HAVE OR USE FIREARMS
IF THEY MUST DEFEND THEMSELVES THEY USE ROCKS, STICKS AND FIREWORKS
AND, IN THIS CASE, THEY DID USE SOME MOLOTOV COCKTAILS

The federal police want that radio station off the air real bad
but, they cannot legally touch it. But, they tried anyway.
They were driven off.

This is the 6th magamarch against Ulises Ruiz, the sixth time that
around a million people march for the departure of the tyrant and
murderer. This time there are witnesses from all over the world to
what has happened. They have arrived

At this moment the megamarch of APPO avances normally, towards the
historical center of the city of Oaxaca, at it seems they will make
there first stop in the plaza of Santo Domingo. The march of
Oaxacans and those in solidarity, has a length of 2.5 kilometers.

They have filled the dowtown of Oaxaca, which is insufficiently
(small) for the arriving multitudes.

The march arrived at Santo Domingo about 1:40 PM. Among the marchers men, women, and children of all ages arrived unmolested, carrying banners and slogans against Ulises Ruiz and condeming Fox for sending the PFP. No Federal Police accosted them along the way, although in precaution the women from the Mixteca carried sharpened sticks and the men carried iron rebars -none of them young people since most of the mountain towns survive bereft of their young people who migrated.

Young people did participate, but not as many as one might have thought, from what these photos show. The crowd continued arriving for about two hours -I would guess maybe 300,00 but I have no official count as yet. Photographers swarmed on the streets and roofs. APPO and teacher leaders addressed the crowd in front of Santo Domingo, and congratulated them on their courage and dignity. The streets around Santo Domingo were completely filled with the protest marchers.

As it begins to darken, the radio mentions that the FPF could be nasty if poeple try to enter the zocalo. Up until now they have not, and discipline is holding well. In fact, people are weary and want peace, with the PFP out of their state. The tanquetes and police were clearly visible at the southern end of the street parallel to Santo Domingo. They did not venture away from the empty zocalo.

The shooters by dark have repeatedly been identified as PRIistas or their hired thugs. The young student shot this morning is surviving, although there has been a hassle at the public hospital. The nurse director wants Sanchez Martinez (?) moved to a special hospital, but since he is a student he's entitled to public services and the radio is calling for mothers to go to the hospital in aid of the youngster's family to demand that he not be moved. La Doctora, a medical doctor who teaches at he university, says he's better off where he is.

Thanks for that. When I said "an expansion of what already exists",
I meant an expansion of popular assemblies that exist all over
Oaxaca. And I guess big "S" socialism has baggage (partisan,
hierarchical, and top down), but small "s" and hyphenated social-ism
could mean social and popular formations (and as you clarified:
participatory and horizontal), and is still a useful construction
IMO. But if it spreads and becomes popular assemblism, so be it!

I am constantly amazed at the complete lack of comprehension of what is going on, usually by middle class Mexicans, and almost universally by US academics and retired people. They have no knowledge of how socilaism functions in Europe, but even more to the point, the movement is a popular assembly movement, not a socialist movement. It's based on governing by direct democracy. I have been over to Santo Domingo several times since the expulsion from the zocalo, and before that to the zocalo, and what I saw and heard over and over again is small group discussion. There's a seciton chief who explains what he thinks the situation is, and then there's discussion. Eventually the section chief reports back to assembly with a specific count of how people voted.

In direct contradiciton to what people say about the APPO having no plan, they do indeed. And I don't know if you'd like to describe the economic part of the plan as socialism or simply as autonomy. You all can read it on the OSAG site, translated and posted. The basic economic position is, we want to control our own resources --and don't forget that Oaxaca is a state wealthy in resources with an impoverished population. Where are the goodies going?

November 10-12 the APPO will become the AEPPO, the formal state assembly of the poeples. The popular assembly movement is not interested in political parties -it is a method of reaching accords based on face to face discussion, the"leading by obeying" model, and the value of agreement rather than of opposition.

Quibleing about weather this is a Big Cap socialist or small cap socialist movement is counter-productive. It is what it is from one moment to the next. It is evolving, and not into something that meets the European or U.S . criteria or standards. The Oaxacan Commune is generatig a new paradigm, minute by minute.

If you are locked into older models, and have an intellectual attachment to them, you will probably be baffled and dissapointed. Stay loose.

LETTER IN SUPPORT OF THE PEOPLE OF OAXACA

As fellow media makers and artists, we are writing to honor the memory of independent journalist, filmmaker, and respected activist Brad Will, who was brutally murdered while filming the grassroots popular movement in Oaxaca, Mexico.

Along with Brad, six other people were killed this past week by officials of the illegitimate government of Ulises Ruiz and the federal forces that are now occupying Oaxaca. Among them were: Emilio Alonso Fabián (professor), José Alberto López Bernal (nurse), Fidel Sánchez García (construction worker) and Esteban Zurita López.

We are extremely alarmed to see that rather than cracking down on the violent paramilitaries who have been launching regular attacks on the people of Oaxaca, President Vicente Fox is using these murders as a pretext for escalating violence against the popular grassroots organization of the people of Oaxaca.

In solidarity with the people of Oaxaca, we add our voices to these demands:

1. Ulises Ruiz out of Oaxaca!
2. Immediate withdrawal of the occupying federal forces from Oaxaca!
3. Immediate and unconditional freedom for all detainees!

With a diffusion little in the streets of the call to ã Megamarcha and announced by Radio University (for three days) ã Megamarcha was made from the cruise of Viguera (located in the federal superhighway towards the city of Mexico) course to the temple of Santo Domingo in the historical center, present rebellious camping. The manifestation told on an approximated participation of a million demonstrators, taking into account constant interference the wireless station, which relatively diminished the affluence of the population oaxaqueña.

This Sixth Megamarcha that it initiated to 11:00 which lasted three hours (and a little more) fué headed by the COFADAPPO (Committee of Relatives and Friends of the Disappear, Assassinated and Imprisoned Politicians of Oaxaca) and Municipal Authorities (20 municipal presidents) of different municipalities from the North Mountain range of Oaxaca.

Also the members of the Caravan in originating support to the popular movement were added oaxaqueño of the City of Mexico, Michoacán, Puebla, State of Mexico, as well as the Universities of Chapingo, Independent Metropolitan Iztapalapa and the UNAM.

The supports were not made wait for, because inhabitants of different colonies offered water and fruit to the demonstrators, whereas others were added more to numerous and animated the contigente one.

At the end of the march food in different points was offered from the participants of the manifestation, who decided to mount a right permanent long wait to three blocks of the camping that has been maintaining for one week the federal forces.

During mítin the main demand of the popular movement was reaffirmed that is the exit of (the ex)gobernador Ulises Ruiz Ortiz and the Preventive Federal Policia of the State of Oaxaca.

Teachers reaffirm their combative decision of not returning to classes!, as the case of the teachers of Central Valleys; Mario Cross, Secretary General of this one region said that in the towns minimum conditions do not exist to carry out the activities educational, because military detents exist that stop to teachers and students.

OAXACA, Mexico, Nov. 5 (AP) — Thousands of anti-government demonstrators marched through this tense city on Sunday, demanding that security forces abandon positions the forces set up last week to end a five-month protest.

Masked police officers clutching automatic weapons watched from rooftops as the protesters marched to a plaza about a block away from their encampments, yelling, “Get out federal police!”

The leaders then formed a human chain to keep the crowd of an estimated 20,000 people from confronting the police, but about 400 people broke through and attacked the officers with stones and bottles. Some of the police officers lobbed rocks back, while officers on rooftops used slingshots to shoot marbles at those trying to confront the police.

A radio station at Oaxaca’s university, where the leftists had set up their base last week, reported that gunmen had fired at some protesters near the university earlier Sunday, wounding a 21-year-old student, who was taken to a public hospital.

The hospital confirmed that a student had been brought in with a bullet wound. There was no immediate government reaction to the report.

About 4,000 federal police moved into the city on Oct. 29 to restore order following a five-month protest that had rattled President Vicente Fox’s administration, scared tourists out of Oaxaca and left more than a dozen people dead, mostly protesters shot by armed gangs.

After being chased out of the city center, the demonstrators moved to the university. The police surrounded the campus last week and battled hundreds of protesters."
