Not that I'm supporting lying, that's a Republican tactic. But it's certainly possible that someone could live in Florida but have a phone number from Chicago. My friend lives in LA and still uses her phone from Chicago, so her area code is 312. Not to mention calling cards. My mom in Washington state uses a calling card and her calls usually come up as "Georgia call" on my caller id.
