A big problem in getting Iraqis to "take control"
Remember Vietnam?
Remember all the frantic Vietnamese that were screaming and crying to not be left behind?
There was a good reason for this.
They had all their eggs in the USA's basket.
They knew if left behind that the paperwork would be found, that they would be "ratted out" by their neighbors for colluding with the USA.

I submit that the same holds true now especially in Iraq.
What Iraqi, in their right mind, would go on record as working with the USA?
Sure, they might fake their names and background to receive training and a weapon for their militia, but a legitimate security force?
In my opinion, based on current conditions, not a chance.
