1. explaining the procedure. People think from dem, hang up but then
get call after call as it rings back. so people get mad at the person who they think is a Dem calling.

The initial phase is-----This is.....I have some information on Democratic xxx. then a pause.......(people hang up at this point)-----and it rings back. Or if do listen, they get "mis information"

2. Dear Al: I LOVE ya, but it's most certainly NOT legal to call someone
repeatedly with the intent to annoy, which is what these GOP robocalls are about.

I am in CA. I am still registered GOP (to avoid RW hanky-panky with my registration) so, amazingly, I have had ZERO of these calls.
