Any sentient being would have to question OUR ability to run elections after '00, '02, '04 and now 6 years after the Grandaddy of them all, we still can't quite get it together.
Our machines are : 1.buggy 2.glitchy 3.boggy
Our polling places can't seem to get the correct ballots, and the officials don't even notice it for a hour after people have voted.
Our polls show WIDE preferences, based on understandable reasoning (scandals in abundance) and yet on election day everything's suddenly 50-50, too close to call, a coin flip, a toss up, neck and neck, dead heat.
If I were in charge of a country's election the LAST people I would want interfering helping would the the USofA

Because the government uses things like the National Endowment for Democracy or USAID to support pro-business parties in countries the US wants to influence. Venezuela is one country whose elections have had to deal with US interference.

It's the Carter Institute. Jimmy has pointed out that the USA would not come close to qualifying under their rules. For one thing, voting procedures have to be federalized; that is, exactly the same in every precinct. And, all candidates must have EQUAL access to the media, not just what you can afford.
