4. It's based on the ratio of voters
in the precincts that haven't reported yet.

If the heavy Repug precincts still have reported yet, then they assume the race will switch when those precincts come in.

If the exit polls clearly show a victory outside the margin of error, they can project a winner based on only partial results.

10. Okay, here's the problem with that...
They are not releasing those numbers to the people! They are keeping them under wraps so that we the people cannot use them to judge the results. That is wrong. Elections are not supposed to be secretive, and exit polls should be available to the people.
