If the exit polls clearly show a victory outside the margin of error, they can project a winner based on only partial results.

They are not releasing those numbers to the people! They are keeping them under wraps so that we the people cannot use them to judge the results. That is wrong. Elections are not supposed to be secretive, and exit polls should be available to the people.
