on cbsnews they have 2404 of the 2411 precincts in:

Webb 1,143,756 50
Allen 1,141,030 49

Seems to be within margin to me. or are cbsnews's number outdated?

btw, the state will recount if the candidates are within 1% of each other. so make that 51-49 and Webb wins for sure.

the state doesn't have to grant if it's over 2%, he has to pay if it's over 1%
