Didn't he do it without Congress' blessing the last time?
A recess appointment. I'm quoting the end of that article, which states:
If he chooses, President Bush can re-appoint Bolton during the congressional recess, a senior Republican aide who is an expert on parliamentary procedure told FOX News. But the ambassador won't get paid until he is confirmed by the Senate.
Bolton could be named to another U.N. post in order to ensure that he gets a salary, the aide said.

I don't mean to argue with you, just observing the facts.
The last time he was given a recess appointment, he served a year. Is there an exception that makes it different this time?
If he's appointed to a term during the recess, what can be done? It's the way it is, and unless george decides to play nice, he can certainly do it legally. Bolton just won't get paid for that position. Like another poster said, he'll be paid in other ways.

It comes down to how far he wants to go with this "Bipartisan" & "Working Together" BS. If he wants to stand his ground, and/or feels like he can justify appointing him again during recess, he'll do it.
If he's scared shitless, and in people dumping mode, then he'll wait and put someone else up in January.
Keep in mind though, that by appointing Bolton during the recess, he avoids any confrontation over a different nominee when the Democrats take over the Senate, which will likely require him putting up someone more agreeable to the Democratic party.

With the turnover in Both Houses, King george has been partially neutered. Sure, he'll do damage along the way, but it's thankfully no longer a dictatorship.
There will be checks and balances come January. If he decides to be an ASSHOLE between now and then, we'll just have to deal with it as it happens.
