The filibuster is no longer about a Senator talking and not stopping. It is now about a "cloture vote."

If cloture passes, debate ends. No filibuster. They did this to stop one or two Senators from filibustering things like anti-lynching laws, which will all be completely irrelevant when this Supreme Court says the federal has no authority to protect the rights of the individual against state law anyway.

a filibuster, I believe.
