She most likely has vocal nodules or a vocal fold polyp. That's the opinion of a Speech Pathologist.

a practicing speech pathologist. My educated opinion is that she has an abnormal voice, most likely due to something causing her vocal folds to not function properly. I would describe her voice as: breathy, hoarse, and strangled/strained.
Female journalists commonly speak in an unnaturally low pitch, which is a form of vocal abuse. I think she's been speaking in a voice that is too low for her, in an attempt to sound more authoritative.

But yeah, from a viewer's opinion, all you need to know is how to push the "mute" button.:)
