He's dysarthric from all those years of heavy drinking. He also has poor muscle coordination, poor memory, a disconjugate gaze, a tendency to confabulate, and those are all when he's clearly sober.

It's impossible for anyone to drink as much as he did for as long as he did--even if he's telling the truth about quitting(ha ha)--without getting significant damage to his central nervous system.

He reminds me more an more of an uncle who died of it a few years ago.

I think the times when he DOESN'T appear drunk are
when he's most heavily medicated. His "coke jaw" and
constant lip-licking are side-effects of the meds
they use to allow him to FOCUS for brief periods.
