Does this comment on nationalism inside nations of the USSR apply to Iraq?

In 1974, in the collection From Under the Rubble, my co-authors and I predicted that it would be very easy to set the USSR ablaze with national hatred. At the same time I warned in Stockholm: "If democracy is declared suddenly (in the USSR), we will have our hands on a multinational war of extermination, which will in an instant wash all of this democracy away." This was, however, beyond the comprehension of the CPSU leadership.
