It could be a dress she wore for a happy occasion she spent with the deceased & she wanted the comfort of that memory on such a sad day. That dress & pearls looks like something she may have worn for a military ball or a H.S. prom.

the SecDef and members of congress be required to hand over those folded flags at funerals, make them look into the eyes of those relatives of the those who died in Iraq and explain to them about sacrifice. I would suspect many politicians would not be so hot to trot to go to war, after that expireience
