6. He's just trying to cover his ass prior to his election fight back home
He knew it was a meaningless vote. He just met with Bush, so he probably already got the go-ahead to vote that way in order to help shore up his re-election. BushCo doesn't want to have to loan out the Black Boxes Voting code too indiscriminately.

9. Exactly. "Nay' on confirmation was mere posturing.
It made NO DIFFERENCE. A 'Nay' on cloture had the potential of making a far greater difference.
