for the same reason they can't impose term limits.
To get rid of them their term must expire/die/resign/expulsion.

If your Senator has committed a high crime or misdemeanor the proper procedure is impeachment.
If you just don't like your Senator, the proper procedure is to vote in a new one when his or her term expires.
