What UPI meant to say was that 80% of Americans felt the Clinton presidency was a success, which is not the same as an approval rating (though there will be some correlation). http://poll.gallup.com/content/?ci=21208Clinton never had a rating higher than 73%.

Any pollster, statistician or political science methodologist will tell you that.
The two responses would correlate quite a bit, as most people define a successful presidency on the basis of accomplishments that they favor as a matter of public policy. For example, one might ask me if I thought Abraham Lincoln was successful in his presidency. I would say yes, in that he did what he set out to do, and I supported his objectives. On the other hand, an honest Lincoln opponent could say that he was successful at accomplishing his objectives, but because he disagreed with those objectives, he could say that he disapproved of his handling of the presidency.
