If anything, you work with the people of said country... find out what they really want, then help them make it so... HELP THEM... not force something upon them.

If, say, I lived in Chile in 1978 and the Carter administration were making a serious (as in, likely to be effective) push to oust Pinochet and restore democracy, I don't think I'd be too annoyed.

Bush did the opposite. His sabre-rattling sent the democratization of Iran into a U-turn. THAT would annoy me a lot were I, let's say, an Iranian woman.
