1) He has the backing of a lot of the big money fat cats that don't like McCain. These folks were able to repackage a flip-flopping, cowardly, AWOL, drunken-cokehead failed businessman like Bush and sell him as a holy born-again cowboy/straight shooter. They can certainly repackage Giuliani.

2) He's received the endorsement of Pat Robertson, so that will win over at least some of the fundies who don't like/trust McCain. If Republics see Rudy & McCain as way out in front, they would more likely go for Rudy.

3) He campaigned hard for Bush in 2004 and, therefore, has some backing within the party machine.

4) A lot of Republicans are followers and will vote for whomever the party nominates.

5) He's very popular with moderates, and folks in the midwest.
