makes it unbelievably criminal. Who were these people in the Naval Detention Center doing this torture?

To the Editors:

While I was glad to see your expose of the indignities suffered by Jose Padilla ("Videotape Offers a Window Into a Terror Suspect’s Isolation," Dec. 4), I have to wonder where you were three-and-a-half years ago. The first word that the federal government was holding an American citizen, no matter how dubious his character, without charges and without access to legal counsel, should have prompted a front page story with screaming headlines and a series of indignant editorials. Where was your concern when it could have helped prevent the mental and physical damage done to Jose Padilla?
