A madman in North Korea now has nuclear weapons , most of the world fears America as much as Al-Kaida, junior has made Iran the pre-eminent power in the middle east, Iraq is descending into chaos, and we are running out of soldiers to send into the conflagration. The senior Bush realizes, maybe subconsciously, that his son has failed completely, and it just bubbled to the surface during the speech. That's my guess.
