Bush is telling himself - and it has to be for his own edification - how he wants people of good conscience to sit down and talk about a "way forward"..."that's why I'm talking to Congress"..blathering how the B/H report shows people can work together...Bush is more or less saying the B/H report is saying nothing he didn't already know and wasn't already working toward...but that changes are needed...(but remember how Bush said not too long ago how they (they being Him) were always adjusting their tactics...)
