Iraq is “quickly becoming the largest” refugee crisis in the world
Iraq is “quickly becoming the largest” refugee crisis in the world and could “soon overtake the refugee crisis in Darfur,” according to a new report by Refugees International. “Last month, the UN estimated that 100,000 people were fleeing the country each month, with the number of Iraqis now living in other Arab countries standing at 1.8 million.”

2. Here's how to start getting out of Iraq...

1. Call a summit with Syria, Iran, Saudi Arabia and Jordan. Turkey should be invited as an observer.

2. Partition southern Iraq into two "safe zones" based on Sunni and Shi'a areas. Look to the India-Pakistan partitioning for an example.

3. Give Syria and Iran primary security responsibilities in the Shi'a areas, Give Saudi Arabia and Jordan primary security responsibilities over Al-Anbar and the Sunni areas. Stabilize two "safe zones" and it should stem the mass flow of refugees into surrounding countries. Give Iran and Syria a "no-attack" pledge if they help stabilize Iraq and play nicely "in the sandbox" along with Jordan and Saudi Arabia.

4. Cut US troops by 1/2 to 3/4 and withdraw them to the Kurdish section of old Iraq. Engage the Kurds, Turks and Iranians on how to solve the Kurdistan issue. Involve the EU and offer EU membership to Turkey if they are constructive in a solution.
