That's from a Frontline documentary in 2003, right after the end of major combat operations. Untrained tankers told to act as police, without clear instructions. They decided the way to discourage looters was to destroy their vehicle. Hey, these are 18- to 25-year-old guys who are trained to drive and shoot tanks. At least they didn't improvise a "hang looters" policy.
Blame Rumsfeld, Wolfowitz, Perle, Cheney, Bush, etc. The kids in the tank were just doing the best they could with what information they had; not surprisingly, they fucked it up.

And there are still people asking "why do they wanna kill us?" It could have been worse though. In Thomas Rick's books he described how soldiers punished a suspected looter by performing a mock execution on one of his sons.
