The fucking war on drugs is why. Pot is bulky, hard to transport, and easy to pick up at a traffic stop because of the distinctive odor. (I had farmer friends, and in the fall when they were drying it in the house, I could smell it half a mile away) Meth is a bathtub drug, easily made with reagents and some basic chemistry equipment.
People who want to get high will use anything they can get their hands on to do it. In attacking a benign drug, the DEA and their equivalents in the UK have simply upped the ante, driving people to more dangerous drugs.
And they will never, never see themselves as the problem.

After eradication of outdoor pot production, the "ice" labs bloomed all over the islands. Now Honolulu is second after Sacramento as the meth capital of the world.

Maybe the Welsh authorities purposely tightened up marijuana supplies to expand the herion market. Maybe there's more money in it for them.

Lordy.
You know I had a patient with a condition that caused pain, nausea and anorexia and some of the medicine they had to take had bad side effects. I'm not a fan of inhaling anything potentially toxic in lungs, but goddammit, Marijuana worked for this person. The benefits of Marijuana way outweighed any potential risk.
They got a script for Marinol (which I didn't even know you could get in my state) said they'd try it, but if it didn't work, it was back to marijuana--which makes a suffering human being a criminal. Jesus what bunch of crazy bullshit.

though not in a strictly legal sense, as there is no such thing as 'medicinal marijuana' here in illinois. i have an extremely painful spinal condition- ankylosing spondylitis, and pot DEFINITELY helps- before my condition was diagnosed, i was self-medicating for years to ease the pain whose cause at the time i was unaware of- i just thought(as did a number of docs i went to) that it was damage due to my work as a concrete laborer. i also take methadone(by script), 60-70mg daily for pain...as well as prednisone and flexeril. the guy who started the orange county cannabis club(for medicinal mj) in CA has the same condition- and now he's behind bars...what a fucked up...'society(?)' we have.

every week in the local paper another pot house busted, the war on drugs is netting minor criminals only and suprise suprise chavs are turning to smack... made in afhanistan. The simple thing is to open up the home grown weed supply again.

If I was out of weed, I would be out of weed, that's all. I damned sure wouldn't substitute heroin for pot in my next bong load, that's for sure.
These guys can't just be on the chronic; they've got to have a poly-drug problem.
The Drug War has been very, very successful. Just not for the citizens of any country where it is waged. The corporations, police, military and government bureaucracy all profit quite handsomely from this ongoing drain on our collective wallets.
