Japanese Manga writer takes (un)intentional swipe at * and Cheney?

I was reading some manga that a friend of mine reccomended, and there were two teamed-up villians that popped out in my mind as * and Cheney.

One is a Greedy villain who spews oil from his wounds, is incredibly obsessed with money, and has 5 hearts.

Another is an insane cult follower, is stupid and swears, and the only way he's killed anyone in the series is by stabbing himself.

I just want to know if you all agree with me in my interpretation, or if you think i'm crazy... possibly both!
