Was the Decider sending a message to his Base?

VP Cheney gave the oath of office to Gates. Bush stood behind Gates, looking on.

Was having Cheney do it somehow a message? So far, the President is the only office that I've been able to find lists of who swore them in.

It could be in response to that story a couple of weeks ago about the VP retreating so that Bush can get the blame for the Iraq war? Either they are trying to change that perception, or President Bush is screwing with a disloyal employee (i.e. Cheney) by shoving him out in front?

2. They are such sticklers on scripted messages and perceptions
Lockstep in everyway. I just have a hard time believing he wasn't sending out a message...but it's unclear just exactly what the message is.

"We're staying the course" maybe?

Cheney is face to face with the (Pearly) Gates. ie he is terminally ill.
okay that was a joke.
But could it have something to do with Cheney being called in the Libby case? Cheney wants to establish some standing which will allow him to refuse to answer some of Fitz' questions. Acting presidential, etc.

6. Junior was telling everyone that Gates is his Daddy's man, not his.
This was a slight to Gates and a big "Fuck You!" to Poppy. At least, that's how I saw it...
