than a licence for unchecked criminality among his less savoury business supporters.
Little wonder that the pardoning of political supporters with deep pockets who commit serious crimes is a constant feature of the presidency and would arguably be the presidents' most coveted perk, since their very attainment of office might have depended on it.
They need to have limited budgets for their campaigning paid for from the public purse.
Of course, we have our "honours" system, which performs much the same function from the opposite direction: the tried and trusted demoting upstairs. Though it is not "de rigueur" for the PM's honoured minions to be felons (probably just helps).

it's kind of obvious that he wouldn't be on the official annual pardon list. if it's going to happen, it'll happen on a rainy friday afternoon sometime.
