Some workers at a nuclear power plant complex just north of New York City are reluctant to raise safety concerns because they fear retribution, the Nuclear Regulatory Commission said Thursday.

Entergy issued a statement saying managers at Indian Point, about 30 miles north of New York City, would discuss the report with workers and get their opinions on how to ''reinforce a culture that encourages all workers to raise issues with management and not feel hesitant about it.''

1. Are the worker's Unionized, if not they are "At-Will" Employees

And ALL AT-WILL EMPLOYEES for the last 20 years have been subject "chilling effect" in regards to ANYTHING they say about their jobs that does put management in the best light. The only way to make such workers confident in their jobs so that they feel safe about reporting safety issues is to either make sure they are unionized (If a truly independent union with strict rule son how to be terminated) OR make them subject to STRICT Civil Service regulation which also give the workers confidence in holding onto their job if they report something to management that management does not want to here. Neither are being proposed and both are needed to give workers a feeling of security in their jobs.
