line your issues up, and submit that bill to congress!
democrats! now is the time to create your campaign issues!

think of a talking point you would like to use in your campaign, and propose a bill into congress to use.

there's a way to craft the bill to get whatever issue you want, even (perhaps especially) if it doesn't pass.

is your opponent a "compassionate conservative"? propose a bill that sends $100,000 worth of food stamps to every orphan in america. no way banana republicans will let this one come to a vote, way too much money taken away from oil interests and credit card companies. presto, they are using parliamentary procedure to stifle progress and take food away from orphans.

is your opponent "strong on defense" propose a bill to put dramatically increase the troop count in saudi arabia and to spy on terrorist cells in that country. no way will the shrubbies permit this. bingo, your opponent is now coddling terrorists.

is your opponent in favor of prayer in school? propose a bill that mandates teaching of prayer with equal time for the top 50 different religions in this country. all of christianity counts as ONE religion for this purpose. no way will they settle for 2% of the time, while giving equal time to zoroastrianism. checkmate, your opponent is against religion in school, and if he says otherwise, he's a liar to boot.

ok, those examples may be a tad over the top. but you get the point. democrats in office can't get jack accomplish as legislators, so they might as well spend their time and energies creating talking points and campaign issues, and using their parliamentary powers in office accordingly.
