Deficit hawk that he is protecting chances for the private sector? What private sector is he talking about? Giant HMOs, insurance companies, finance corporations? They always imply that private sector means "small business." It is a lie. Besides those giant corps are going offshore inspite of the dollars being doled out to them hand-over-fist by the Rs.
