Folks who help the poor travelers sometimes get made an example of and face all sorts of legal problems. Just part of the circus the Cesars put on as diversion for the masses who might otherwise object to ugly reality.
Meanwhile, the fat cats who want cheap labor keep dangling the carrots to temp the travelers to risk it all in a crossing over a very hostile land.

Having grown up in much the same environment, I know quite a few tales such as that one.
This time of year can bring out the softer elements of hard people.
