it would be Nancy Pelosi.
Unless Bush manages to get rid of Cheney, appoint some non-nut (a highly unlikely prospect) and get himself a pardon.
He still might be subject to some extra-judicial punishment after he exiles to Paraguay.

There will be no new Gerald Ford. They'll try to give the post to a defeated member of Congress. Santorum comes to mind.
