Wasn't that all about the same time as all those S&L disasters, the worst of which involved Neil Bush and Silverado Savings & Loan?

Those were some lawless times for fat cats. Lots of people got caught in nasty stuff, but McCain came out pretty easy. Who was in the Oval Office then? Who was close at hand, calling the shots?
