CIA Accused Of Bank Heist

The CIA and the Defense Intelligence Agency (DIA) are accused by International Currency Review, the London-based journal, of mounting a joint ultra-secret operation to electronically remove an estimated $10 billion out of the Iraqi Central Bank hours before the start of Persian Gulf War II. The whereabouts of the money is not known.

“We believe it is in a secret CIA fund which will be used to mount further special services operations, such as tracking down Saddam Hussein,” said the Review’s publisher, Christopher Story.

Story is a former financial advisor to Lady Thatcher when she was Britain’s prime minister. In the past 10 years, he has testified before several congressional committees dealing with financial scandals.

DIA coordinates all intelligence for the Joint Chiefs of Staff. It is headquartered in the Pentagon.

The report is titled “The Great Robbery of the Central Bank of Iraq.” It has been sent to finance ministers of leading nations, the World Bank, the Bank of England and heads of all other major banks.

The report is bound to cause huge embarrassment to President Bush after he signed an executive order on March 23, ordering a worldwide hunt for the hidden assets of Saddam Hussein and his family.

The Review claims that using skilled hackers recruited by the DIA and key Iraqi bank officials who had been bribed to provide secret access codes to the Central Bank’s accounts for Saddam Hussein and his family, the money was transferred out of the bank in a high-tech operation.

According to the General Accounting Office (GAO), the investigative agency of Congress, Saddam was estimated to have accumulated “$6.6 billion between 1997 and 2000 from illegal oil smuggling and from illicit deals connected with the United Nations oil for food program

Sunday Express AMERICA'S top spy catcher, Paul Redmond, has suddenly resigned in the middle of his secret investigation into how Saddam Hussein and Osama bin Laden allegedly obtained US computer software, the SUNDAY EXPRESS claimed this weekend.

The software is said to enable the two most wanted men in the world to avoid capture because it can pinpoint every move in the global manhunt.

Redmond's departure last week was accepted "without discussion" by President Bush, the man who had brought the spy catcher out of retirement to conduct the investigation.

Hours after Redmond had cleared his desk, Bush ordered a GBP 25million bounty on Saddam's head. He wants Saddam "dead or alive" and the same goes for bin Laden. Already Bush has agreed to either man forgoing a trial and being shot after interrogation. The official reason given for Redmond's abrupt departure was "health reasons." But stunned colleagues in the Homeland Security department in Washington, where Redmond had his office, insist the former Associate Director of the CIA was in perfect health. His departure has led to intense speculation that he may have begun to uncover embarrassing details of how the software came into the hands of Saddam and bin Laden.

Documents obtained by the respected International Currency Review, a London-based newsletter for the financial community, allege that the software was provided for Saddam on the authority of President Bush's father when he was in the White House - a time when relations between Iraq and Washington were close during Baghdad's war with Iran. The Review's publisher, Christopher Story, a former financial adviser to Lady Thatcher, said: "The documents are extremely sensitive and raise some very serious questions."

The Bush family were doing business with Saddam Hussein from 1989 up to months before the outbreak of the first Gulf War.

In a document obtained by the respected London-based International Currency Review, it was claimed that after a year long investigation, it had uncovered evidence “of the mobilisation of trillions of dollars in 1989-91”. The document names a number of banks it alleges were “supervised by the Bush Sr White House” in the transactions


Business links – involving “the mobilisation of trillions of dollars” – by President Bush’s father and his brother Neil, were under investigation by America’s top spy catcher, Paul Redmond, when he resigned.

A well-placed Washington intelligence source said that Redmond quit after a White House meeting with Vice President Dick Cheney and Attorney General John Ashcroft.

They are known as “The Enforcers” – ensuring there is no taint on the reputation of the increasingly embattled President with the failure to find any weapons of mass destruction in Iraq.

Already, said the Washington source, the two men have ensured Bush distances himself from Tony Blair’s claims that the weapons will be found.

But equally Downing Street will want to stay clear of the allegation that the President’s family were doing business with Saddam from 1989 up to months before the outbreak of the first Gulf War.

“What will cause astonishment is the provenance of some of these compromising documents. For many months we considered carefully whether they could be forgeries, and whether it could be credible that an intelligence organisation or a private gang of blackmailers and counterfeiters could replicate the precise behaviour of an obsolescent IBM computer to produce output identical to those images shown with this analysis. We checked these possibilities repeatedly with experts and also consulted banking sources to see whether these documents could possibly be fraudulent. The outcome of these investigations was unequivocally that the documentation is genuine.”

Organized Crime, The CIA and the Savings and Loan Scandal

The savings and loan scandal of the 1980s has been depicted in a myriad of ways. To some, it is "the greatest ... scandal in American history" (Thomas, 1991: 30). To others it is the single greatest case of fraud in the history of crime (Seattle Times, June 11, 1991). Some analysts see it as the natural result of the ethos of greed promulgated by the Reagan administration (Simon and Eitzen, 1993: 50). And to some it was a premeditated conspiracy to move covert funds out of the country for use by the U.S. Intelligence Agency (Bainerman, 1992: 275). All of these depictions of the S & L scandal contain elements of truth. But to a large degree, the savings and loan scandal was simply business as usual. What was unusual about it was not that it happened, or who was involved, but that it was so blatant and coarse a criminal act that exposure became inevitable. But with its exposure, three basic but usually ignored "truths" about organized crime were once again demonstrated with startlingly clarity:

    There is precious little difference between those people who society designates as respectable and law abiding and those people society castigates as hoodlums and thugs.

    The world of corporate finance and corporate capital is as criminogenic and probably more criminogenic than any poverty-wracked slum neighborhood.

    The distinctions drawn between business, politics, and organized crime are at best artificial and in reality irrelevant. Rather than being dysfunctions, corporate crime, white-collar crime, organized crime, and political corruption are mainstays of American political-economic life.


It is not our intent to discuss the unethical and even illegal business practices of the failed savings and loans and their governmental collaborators. The outlandish salaries paid by S & L executives to themselves, the subsidies to the thrifts from Congress which rewarded incompetence and fraud, the land "flips" which resulted in real estate being sold back and forth in an endless "kiting" scheme, and the political manipulation designed to delay the scandal until after the 1988 presidential elections are all immensely interesting and important. But they are subjects for others' inquiries. Our interest is in the savings and loans as living, breathing organisms that fused criminal corporations, organized crime, and the CIA into a single entity that served the interests of the political and economic elite in America. Let us begin by quickly summarizing the most blatant examples of collaboration between financial institutions, the mob, and the intelligence community.

Michael Milken, LBO's that preceeded the likes of Ken Lay, WorldCom, the corporate fascism of the New World Order and now HOMELAND (TM). Many people and families saw their nest eggs for retirement destroyed overnight.

The S&L scandal "died" but the pattern continued, dealing drugs, weapons and trafficking in people all for building the assets and liquidity of black budgets-back in the 80's operatives like Ollie North and William Casey and John (total information awareness)Poindexter called it "The Enterprise" that hooked up such worldwide interests as the Columbian cartels, the druglords of all continents, the rainbow coalition of arms dealers-especially in the crumbling USSR and Warsaw Pact with the Saudi Royals including partnering with Osama bin Laden and his crew in Afghanistan with the "rogue elements" operating behind the shield of "national security" (including real Nazis and their networks).

Ronald Reagan's RW Republican operatives dealt with the revolutionaries in Iran to politicize the release of our hostages, an act of treason taken against President Carter's administration-but treason is acceptable to these criminals just like any other evil.

The "Enterprise" is illustrative of what the BFEE is about.

In March 1982, Inslaw won a competitive contract from the U.S. Justice Department to install, in the 22 largest U.S. Attorneys Offices, a version of PROMIS to which the government already had a license. In April 1983, however, the Justice Department modified Inslaw's three-year PROMIS Implementation Contract to obtain delivery of a new version of PROMIS for which the government had never obtained a license. Under the modification, the government promised to pay license fees for the new version if it decided to substitute it for the version specified in the original contract.

In May 1983, the month after Inslaw delivered the new version to the government, the government began to find fault with some of Inslaw's services and negotiated billing rates and unilaterally to withhold each month increasing amounts of the payments due Inslaw for implementation services. The Justice Department agent responsible for making payments was a former employee who had been fired from Inslaw. At the same time, the government decided to substitute the new version of PROMIS for the version originally specified in the contract but refused to pay Inslaw for it, claiming that Inslaw had failed to prove to the government's satisfaction that Inslaw had developed the version with private, non-government funds and that the new version was not otherwise required to be delivered to the government under the contract.

By February 1985, the government had withheld payment of almost $1.8 million for Inslaw's implementation services, plus millions of dollars in PROMIS license fees, and Inslaw filed for Chapter 11 bankruptcy protection.

In the late 1980s, two different federal courts issued fully litigated findings of fact that the April 1983 contract modification constituted a government fraud against Inslaw whereby the government "took, converted, stole" PROMIS from Inslaw "through trickery, fraud, and deceit," and then attempted "unlawfully and without justification" to force Inslaw out of business so it would be unable to seek restitution through the courts and be forced to sell it's assets in bankruptcy liquidation.

Three months after the initial verdict was issued, George F. Bason, Jr., the federal bankruptcy judge presiding over the original case, was denied reappointment to the bench by the Justice Department ending a 14-year tenure. One of only four, out of 136, not reappointed. His replacement, S. Martin Teel, had been the attorney who unsuccessfully argued the INSLAW case before Judge Bason on the Justice Department's behalf.

Who:
Bill Hamilton and his wife, Nancy Hamilton, start Inslaw to nurture PROMIS (Prosecutors Management Information Systems).

Why #1:
The DOJ, aware that its case management system is in dire need of automation, funds Inslaw and PROMIS. After creating a public-domain version, Inslaw makes significant enhancements to PROMIS and, aware that the US market for legal automation is worth $3 billion, goes private in the early '80s.

Why #2:
Designed as case-management software for federal prosecutors, PROMIS has the ability to combine disparate databases, and to track people by their involvement with the legal system. Hamilton and others now claim that the DOJ has modified PROMIS to monitor intelligence operations, agents and targets, instead of legal cases.

By late November, 1992 the nation had turned its attention from the election-weary capital to Little Rock, Ark., where a new generation of leaders conferred about the future. But in a small Washington D.C. office, Bill Hamilton, president and founder of Inslaw Inc., and Dean Merrill, a former Inslaw vice president, were still very much concerned about the past.

ukDavid Dastych – The so called PROMIS affair would never have happened if the software invented by an American computer specialist, Mr. William A. Hamilton, had been a technical failure.

But this case management and data mining software, developed in the early 1980s by a small Washington D.C. company, Inslaw Inc., had proven itself to be a perfect intelligence tool. Originally made for the Department of Justice to help the country’s prosecutor offices in their case management, it drew the attention of corrupt officials and of Israeli Intelligence. Stolen by ruse from its owner, Inslaw Inc., the software was hacked and provided with a "trap door", a sort of a Trojan Horse hacker’s trick, that enabled the retrieval of information from the foreign intelligence services and banks it had been sold to on behalf of Israeli and U.S. intelligence. Without the knowledge of the software’s owner, and in violation of copyright laws, the PROMIS software was sold to over 40 countries and used in an unprecedented "sting operation", which yielded huge financial and intelligence benefits to the United States and Israel.

In February 1985, Inslaw Inc. filed for Chapter 11 bankruptcy protection because the Justice Department had withheld payments totaling almost $1.8 million U.S. due Inslaw Inc. under a PROMIS Implementation Contract for U.S. Attorneys Offices. The PROMIS affair, broken by investigative journalists, two federal courts, and a congressional investigation and published in thousands of media stories and in several books, has never been resolved.

But "blowback" from the U.S. Government's theft of PROMIS in 1982 soon turned into a series of painful losses for U.S. national security, into criminal financial benefits for corrupt officials, and into intelligence "scoops" for the secret services of adversaries. "It’s far worse than Watergate"--commented former U.S. Attorney General and Inslaw counsel Elliot Richardson.

is the true target of information warfare which includes psychological operations-information warfare is still being illegally conducted domestically. Rumsfeld acknowledged this last February but didn't explain how these programs migrated from the foreign audiences to HOMELAND (TM). We know from the lawsuit that the FBI just lost, that Judy Bari and Darryl Cherney indeed did not plant that bomb that nearly killed them. But the FBI said they had, and did it to commit suicide. Right!

16. Remember when Clinton announced a policy of not hiring criminals and terrorists for the CIA?
He was soundly criticized and ridiculed by the neo-con fascists. Freepers like to point out that such a policy led to the 9/11 attacks since there were fewer "experienced" spies (ie, criminals and terrorists) to have thwarted OBL's plan.

It looks like there were enough "experienced" spies to pull this one off, though...

Like a blue-blood version of a Mob family with global reach, the Bushes have eliminated one more key witness to the important historical events that led the U.S. military into a bloody stalemate in Iraq and pushed the Middle East to the brink of calamity.

The U.S. military is now sitting on a treasure trove of documents seized during the invasion of Iraq in 2003. The Bush administration exploited these documents to discredit the United Nations over the “oil for food” scandal of the 1990s, ironically when Hussein wasn’t building weapons of mass destruction. But the Bush administration has withheld the records from the 1980s when Hussein was producing chemical and biological weapons.

In 2004, for instance the CIA released the so-called Duelfer report, which acknowledged that the administration’s pre-invasion assertions about Hussein hiding WMD stockpiles were “almost all wrong.” But a curious feature of the report was that it included a long section about Hussein’s abuse of the U.N.’s “oil for food” program, although the report acknowledged that the diverted funds had not gone to build illegal weapons.

Meanwhile, the report noted the existence of a robust WMD program in the 1980s but offered no documentary perspective on how that operation had occurred and who was responsible for the delivery of crucial equipment and precursor chemicals. In other words, the CIA’s WMD report didn’t identify the non-Iraqis who made Iraq’s WMD arsenal possible.

One source who has seen the evidence told me that it contains information about the role of Chilean arms dealer Carlos Cardoen, who has been identified as a key link between the CIA and Iraq for the procurement of dangerous weapons in the 1980s. But that evidence has remained locked away.
