I seem to recall that it's a war crime to disguise military equipment as belonging to a different nation, like sailing under a false flag.

Consider: World War II began in 1939 with concentration camp prisoners dressed up in Polish uniforms conducting an "attack" on a Polish border outpost, giving Hitler his justification for war.
