The administration disobeys the laws and still can't catch the terrorists?
We live in some sort of Bizarro World, where the threat of terrorist attack is allowed to run constantly in the background, a useful tool to keep the sheople ever so slightly yet perpetually on edge.

Tapping domestic landline phone conversations and so forth to catch terrorists is about as logical as expecting a suicide bomber to willingly submit to a search in an airport or subway. It's ineffectual and a complete and utter waste of resources.
And don't forget, it's recently come to light that BushCo started wiretapping BEFORE 9/11 -- i.e. before the WOT and before Congress gave Bush** any (supposed) authority.
BushCo are waging a war all right, but it isn't against terrorists.
