The Fisa Court never really prevented the Executive Branch from spying on anyone, the reason for the FISA court is to inform someone in some other branch of gov't what it is that you are spying on, to act as a check against abuse of power.
This is why he has avoided the FISA Court. To spy on threats to his and the fascist republican party's hold on power. Do you hear that Patrick Fitzgerald??
The Bush Administration are rats trapped in the corner and are desperate.

So who were they spying on?
I suspect they were spying on political and business rivals, media figures... anyone they might need to outmaneuver or -quite possibly- blackmail.

Go figure.
Every once in a while I go to the 9-11 forum. Lots of heat there. Ya need a flame suit to even comment about if the sky is blue.
Most everything that has happened in this administration has been forecast right here, on DU. Then again a lot of things that never materialized were posted too.
