D.C. police did add extra officers for the event, and have been implementing rolling street closures as the rally continues.

1. I think it means the close various streets around town at dif times

Maybe to inconvenience the marchers, or maybe just to keep side streets open/closed as the marchers pass, and help keep traffic moving.

something about having roving security areas during protests? Something about being arrested for being in a zone that has been changed because of a certain security reason.
