a 'compiler' is a program that translates a hi-level computer programming language into what known as 'object code' - that is, code that can be read by a 'linker' or 'assembler' (depending upon the machine architecture and/or microcode) which then translates the object code to lower level code understood by the processor.

So, talking about a 'compiler' that counts votes is stretching it a bit.

I think it would be better phrased as 'consultants and developers to help write the application code that counted 50% of the votes in 30 states'.

Unless a hi-level computer programming language was specifically designed to count votes.

I doubt that happened, as developing a new computer programming language takes years, peer review and alot of transparency.
