cover up as in hit and run OR

you get:

1. a delay til the perp sobers up and can be coherent to do a police statement

2. a delay til the PR team of a VIP who was involved in an alleged crime can concoct an announcement and control the spin

3. same as number 3 but they want to make sure the outcome is better ...as in, the guy didn't die. Different Press statement, in that case.

All delays are to protect the alleged perp, more than anything. And it's usually a perp with clout.

See how fast they'll spin on a talking point when it's Bush or Cheney in the mix? Suddenly, guns just go off of their own accord or bicycles slip on dry ground that hasn't been rained on in weeks.
