That those who pull the trigger are not held responsible?
OTOH, I figure that people who go shooting voluntarily accept some risk. If one goes skydiving, there's a chance the secondary parachute won't open if the first malfunctions, and a death is likely. Boxing has resulted in deaths, as well as the Ali syndrome. As with most any sport, hunting has an inherent lethal danger for the participants.
It still doesn't excuse the delay in reporting the accident. Whether hunting accidents are required to be reported, or not, one would hope that an accident involving an elected official would be promptly reported; that it isn't tells us a lot about how much control some have over the media, and it doesn't inspire much confidence in media coverage.
