If he follows Poppy's precedence. Of course, there was major differences in Poppy's case.

1. Weinberger had not yet been to trial.
2. Weinberger loudly proclaimed that he was "not going down alone".

So the Christmas Eve pardons appear to have been more concerned with protecting himself than in rewarding faithful supporters.
