I am having a hard time deciding which historical figure that most closely resembles Cheney.

I think the delay in reporting the shooting was to sanitize the scene and get everyone's story straight. There are plenty of prince regents out there to choose from, as well as a few powerful clerics who guided and manipulated dimwitted monarchs into becoming monsters.
