Are there more license plates being stolen these days,

It seems I see more disabled cars on the side of the road with the license plate missing.

2. People often remove their own plates after a breakdown.

The last time I spoke to someone who was forced to leave
their disabled vehicle along the highway,
they reported that the Officer who stopped to assist them
had advised them to remove all valuables
and take their plates off the car.

Of course, he only offered that advice because he
expected their plates might be stolen,
so your original question remains valid.
