20. It is NOT a cloture vote - It is a vote to bring the debate to the floor
The vote for cloture will come later (late February).

Frist said the Senate planned procedural votes on the matter beginning Thursday and stretching beyond congressional recess next week. Final votes were expected to resume at the end of the month.

17. This is not the motion for cloture of debate - This is the motion to
bring the bill to the floor. I guess there is an argument that this should be debated. I just wonder how they will vote when comes the vote for cloture.

28. Isn't that the same thing? When a bill is brought to the floor for a vote,
isn't that the same as cloture? Once there is cloture, there is no more debate, right? Aren't they the same?

21. Well, it sounds like our right to protest,
And other civil rights are being flushed down the toilet, permanently. No filibuster, and even if the Democrats all vote as a block(fat chance there), it will still pass. Are you ready for the uniformed SS division? Warrantless arrests?

And people wonder why those of us on the left go on about the two party/same corporate master system of government. This is why, Clinton, Yes, Kennedy, Yes, etc. etc. ad nauseum.

29. I guess what I'm finding confusing is I thought they already were debating
and that's what I watched yesterday (Feingold). Or was that merely the prelude to the debate, a speech saying that the debate ought to happen?

Please forgive my lack of knowledge about procedural matters, but this seems confusing.

Was Feingold's objection not an actual part of the debate? Is that it? And, in this debate, should it occur, will there be the opportunity to make additional changes to the bill as presented in the conference report, or is it a strictly up or down vote for the conference report?

(on the confusion part...who knows what's happening with the vote!)

So, here's how I am coming to understand this now:

The conference committee wrote a report that wasn't strong enough in terms of its protections. The vote now is to open a debate on the conference committee's report.

Later (but perhaps very soon, as Feingold said it might happen by Friday), the actual vote on the Patriot Act itself will occur.

Is that it?
