She might have been joking, but she hasn't made one through most of the show. The way she said it, I don't think so.

The Office of Faith-Based Programs, which you should know exists unless you've been living under a rock for the past 6 years, falls directly under the Executive Office of the President within the government hierarchy (as opposed to being part of a particular department such as Labor or Health and Human Services, as do other agencies, such as the Office for National Drug Control Policy: http://www.whitehouse.gov/government/eop.html
