When I was posting on the Internet to reveal the Fascist racial/political persecution on me by governments of US and Canada, I received public death threats. I complained to the US Dept. of State, the Dept. refused to investigate. The following are my complaint and my reply to the response of the US government (the letter from the government will be scanned up soon):

Re: Complaint against Fascist White terrorism of the United States of America
Since as the U.S. Secretary of the State, you are the chief officer of the US government in charge of foreign affairs, I am writing to you to strongly protest and challenge your government's Fascist White terrorism that I, a foreign citizen have been subjected to.
I am a citizen of Canada, and a Chinese female immigrant residing in Toronto, Ontario of Canada. I have few civil rights cases on going in the US, California. Recently I posted my Web sites on Internet news groups and message boards to reveal the American government's hypocrisy on human rights - its systemic and institutionalized abuse of my civil rights to cover up for the American racism and conspiracy with government of Canada for racial/political persecution on me. On December 19, 2005, on Yahoo's Message Board, I received a response to my post "Racial Persecution by US & Canada", from it I understand that my life is in jeopardy under the Fascist white terror of your government power.
This post (see attached) reveals that "neither america nor canada is afraid of 'disappearing' people who they think actually pose a threat to them." Obviously, while it pointing finger and even having wars on other nations for your alleged "terrorism", "anti-democracy", "human rights violations", your government is the REAL terrorist and is practicing terrorism by Fascist means. And your government not only violates the civil rights of your own people, but also goes about to conspire with foreign country, Canada, to abuse foreign citizen's human rights and impose governmental terrorist threat on me, a foreign citizen.
There could be no doubt that the author of this post is speaking for the United States and Canadian governments, since he/she did so as a knowledgeable "insider" of your government and speaking in an authoritative manner. Given the fact that my post reveals exactly the GOVERNMENTAL abuse of my civil rights in US, no doubt such an exposure will be perceived as a "threat" by the US government, so that it would have the motive to threaten me. At the very least, the author of this post must have been sanctioned by your government to do so, so that he would dare to speak for your government to issue death threat to me, knowing he would not face any consequence at law from your government for such death threats in name of the government.
I here strongly protest the Fascist white terror of your government. It has violated my most fundamental human rights - rights to life, liberty and freedom of speech, contrary to the Universal Covenant of Civil and Political Rights of the UN, which the US government ractified.
I here also like to inform you that I have published this threat widely on the Internet and sent it to most delegations of UN's member states. This is an effort to ensure my safety. This post tells me: " So the fact that you are here and not gitmo, some yukon cell, or six feet under ALONE should tell you that they jut don't give a damn about what you think. Your lawsuit isn't some global conspiracy." Apparently this is a warning that if I continue my civil rights cases in US and continue revealing your government's abuse of my human rights, I will be "actually" perceived a threat by your government and your government will make me "disappear". I shall continue to publicize this Fascist threat from your government and continue my cause to reveal your governmental abuse of my human rights. Then should anything happen to me, either I "disappeared" or some "accident" happened to me, the whole world will know it is you, the government of United States of America did it.
In the meanwhile, here under the Universal Covenant of Civil and Political Rights, I demand a thorough investigation of this Fascist terrorism by you, as the chief officer of the US government for foreign affairs. Your government and the author of this post shall take all liabilities under the criminal laws of the United States and the Covenant.
Attached is my letter to the UN member states, and this complaint to you will be published on Internet.

Re: My complaint against Fascist White terrorism of the United States of America
I received your letter dated on January 27, 2006, that declined to deal with my complaint against the government of the US for reason that “The U.S. Department of State is a foreign affairs agency responsible for diplomatic affairs with foreign countries, and therefore has no jurisdiction to assist you with this matter.”
This statement concerning the “jurisdiction” of the U.S. the Department of State is very foolish and blatant lie. It is already a common knowledge to the whole world and stated in the official policies about the jurisdictions of your Department that “protection” and “supporting” of human rights and individual human rights complainants in a foreign country is within one of the most important jurisdictions for your Department of State. The following is just a “copy and paste” of the statement by Bureau of Democracy, Human Rights, and Labor of the Department of State:
“Promoting freedom and democracy and protecting human rights around the world are central to U.S. foreign policy. The values captured in the Universal Declaration for Human Rights and in other global and regional commitments are consistent with the values upon which the United States was founded centuries ago. The United States supports those persons who long to live in freedom and under democratic governments that protect universally accepted human rights. The United States uses a wide range of tools to advance a freedom agenda, including bilateral diplomacy, multilateral engagement, foreign assistance, reporting and public outreach, and economic sanctions. The United States is committed to working with democratic partners, international and regional organizations, non-governmental organizations, and engaged citizens to support those seeking freedom. “
And:
“Because the promotion of human rights is an important national interest, the United States seeks to:
Hold governments accountable to their obligations under universal human rights norms and international human rights instruments;
Promote greater respect for human rights, including freedom from torture, freedom of expression, press freedom, women's rights, children's rights, and the protection of minorities;
Promote the rule of law, seek accountability, and change cultures of impunity;
Assist efforts to reform and strengthen the institutional capacity of the Office of the UN High Commissioner for Human Rights and the UN Commission on Human Rights; and
Coordinate human rights activities with important allies, including the EU, and regional organizations. “

It is why there is a special Bureau of Democracy, Human Rights, and Labor in your Department, and every year your Department would publish human rights report on rights situations in foreign countries. In these reports, your Department publicly admonishes other nation, especially focused on the Third World nations, for alleged human rights abuses, citing many individual human rights abuse cases as evidence. And that is not all. Every Secretary of the State when touring the world for “diplomatic” reasons, would always speak out to directly intervene those other nations’ “human rights abuses” on their own citizens, even take economic sanctions to press those nations for your desired result of those individual cases. For instance, this has been always happening to China. Your Department apparently has had JURISDICTION over EACH individual human rights complainant against Chinese government, and taken cared of individual Chinese rights complainant’s plight and pressed the Chinese government to do what you intended.
I am also a Chinese individual, a citizen of a foreign country, and have a human rights complaint against the government of the country, like those human rights complainants in China. Why, then, the U.S. Department of State would have no “jurisdiction” over my human rights complaint? And you do not “Hold governments accountable” and promote freedom of expression any more? But you got a “jurisdictional issue”? Obviously the real reason for your Department’s refusal to investigate is not a jurisdictional one, but because your government would not hold itself accountable for human rights abuse and promote racial minority people’s freedom of expression.
As this discrepancy in your government’s treating my human rights complaint from other ones in foreign countries like China is apparently based on the only one difference of my human rights complaint from those in China - my complaint is not against government of China, but against government of United States, your very own US government, and Canada, which is one of your Western powers and your close political allay. Had my complaint been against Chinese government, you would have snatch it ever so quickly as usual, and publicly condemn in the whole world that how the Chinese government abuses free speech and threatens people’s life by Fascist means.
Now when my complaint is against your own government and government of Canada, you have got a “jurisdictional” issue and refuse to investigate, and kicked the ball to Canada, suggested me to seek redress in Canada, in spite that the perpetrator was apparently speaking for the US government. This is not merely an indication of hypocrisy and double standards of the government of US on “human rights” in its own human rights records and other third world nations, but most importantly, it is a confirmation to me that the death threats against me were committed by agent of the US government, or at least sanctioned by the US government. And this threat was intended by your government in purpose to prevent my further reveal of the racial/political persecution by the Canadian and US governments on me to the world public via Internet. As I have already expressed my fear in my last complaint to you that I had to give a second thought on publishing my story in China. Apparently your government sees that the threat has achieved its purported effect, so by the refusal to investigate my complaint against this threat, it intends to continue the effect of this threat on me.
My complaint to you was just to test the purpose of the Fascist death threat from your government, and now it has been proved. This proof is a best reveal of the political agenda of your government, and it shows to the world that while the US attacking other nations and even having wars on other nations for “abuse of human rights”, “terrorism”, itself is the real one who practices Fascist terrorism against its racial minorities and abuses their human rights.
I shall seek legal remedy against your government and make this case known to the whole world public, including China. I here would also advise you that such threat from the US and Canadian government will NEVER stop me from further reveal of your racial/political persecution on a human rights complaint against your government. As I have nothing left to be fear of.
I shall seek legal remedy in the US and bring this matter to the attention of the world public.
