How can one threaten a veto to information he had no prior knowledge of?

How can one threaten a veto to information he had no prior knowledge of?
By my best estimation, * was threatening to veto legislation designed to block the UAW deal almost a full 36 hours before Scotty made comments that * had no prior knowledge of the deal.

So how is it that he can threaten to veto something he knew nothing about?
