Some people would say that Louisiana was under martial law after Katrina...but to my knowledge no military courts were established. The other criteria were met, though.
But having daylight curfews isn't martial law.

It's like the whole city was sent to bed early on account of bad behavior.
To do so in daytime truly is marital law.

Martial law refers to when the military takes over the job of law enforcement. So Iraq has been under martial law for quite some time.
but you could have a daytime curfew imposed by Vivian authorities.
