NPR: 45 day port review is so Bush* can save face...WTF??

I was under the impression that the 45 day review of the Dubai World deal was to scrutinize the plan for security reasons. This morning on NPR after a fluff piece on Tom DeLay, the news proclaimed that the 45 day review period was so our esteemed Pretzelnut can Save Face. How Nice of Congress to oblige.
P.S. He has no face to save.
